Abstract

This study aims to examine the dynamics of the implementation of productive zakat in the Linggau Makmur Program managed by BAZNAS Lubuk Linggau City, with a focus on efforts to empower micro, small, and medium enterprises (MSMEs). This study was conducted to find out how the implementation of the program is carried out, the distribution mechanism implemented, and its impact on the economic independence of mustahiq. The research approach uses a qualitative method with a case study type. The data collection technique was carried out through in-depth interviews, observations, and documentation, which was then analyzed using George C. Edward III's policy implementation theory through four main indicators: communication, resources, implementing disposition, and bureaucratic structure. The results of the study show that in general, the program has reached the right mustahiq and provided assistance according to business needs. Internal communication and implementation commitment are going quite well, but external socialization to the community is still limited. The limited number of amil and dual positions affects the effectiveness of implementation and hinders the continuous mentoring process. The lack of a structured evaluation system also makes long-term impact measurement difficult. However, there is mustahiq that shows business development and a significant increase in income. This study recommends institutional strengthening, increasing the capacity of human resources, and establishing a systematic evaluation system to optimize the sustainability of productive zakat distribution in the economic empowerment of the people.
